Central HR structure with regional expertise
The employees of NORMA Group make a significant contribution to the success of the Group. For this reason, personnel management and development play an important role.
NORMA Group’s personnel management has been organized centrally since the reorganization carried out last year. With this change, the previous decentralized structure was replaced by a centralized structure in order to manage Group-wide HR processes uniformly and simplify cooperation between the locations. At the same time, it ensures that regional characteristics continue to be taken into account by integrating local expertise into the central processes. One of the main tasks of human resources management is to ensure the availability of specialist and managerial staff on an ongoing basis. The goal here is also to recruit as many specialized employees that the Company needs as possible from our own junior staff and thus to become less dependent on the external labor market. The targeted training and development of its own workforce is therefore an integral part of NORMA Group’s human resources strategy.
To promote a uniform company culture, NORMA Group has formulated central guiding principles and standardized company values that reflect the fundamental convictions of the Company. These guiding principles are communicated and put into practice at all sites.
Development of the number of employees
The previous year’s figures have been adjusted in the following comments on the number of employees due to the classification of the Water Management business unit as a “discontinued operation”.
As of December 31, 2025, NORMA Group employed 5,940 employees across the Group (permanent staff including temporary agency workers). Compared to the previous year’s reporting date (Dec. 31, 2024: 6,348), the number of employees has therefore fallen by 6.4%. Of these, 4,709 were employees of the core workforce (Dec. 31, 2024: 4,993). The number of temporary agency workers at the end of December 2025 was 1,231 (Dec. 31, 2024: 1,355). This results in a share of temporary agency workers in the total workforce of around 21% (previous year: around 21%).

The permanent staff as of December 31, 2025 is made up of 2,270 direct employees (2024: 2,379) and 900 indirect employees (2024: 913) as well as 1,704 salaried employees (2024: 1,755). While direct employees are people involved in the manufacturing process, indirect employees are people from production-related areas, such as the quality department. The group of salaried employees is primarily assigned to administrative functions.
